Can I somehow piggy back on my roommates rights to break the lease as of the Service members Civil Relief Act (SCRA)?

One of my roommates is in the military, he just got noticed that he is going to be redeployed in May/June. Our other roommate recently moved out and we are subletting her room for her. The lease doesn't technically end until October 2010, but I would prefer to go earlier. My car got towed in Chicago

I live in chicago and got my car towed last night (on Division bet. western and california). The reason is because there is no parking on the street when snow is two inches or more (from 3am to 7am). It has not snowed since wednesday and there was no snow in the street when I parked there, nor did it snow during the evening. I paid the fee to get my car out and I have scheduled a hearing for 2/23/07. Has anyone successfully gotten their money back? Am I in the wrong? I would appreciate any advice I can get going into this hearing.

Is there a database available to find out about crime in your neighborhood?

I've searched and searched, but is there a database available to find general crimes in your neighborhood like burglaries? I know about the sex offender database, but I can't find anything but general statistics from the police department. I'm in Chicago.
