Quick and dirty Chicago Manual of Style

I've been asked to edit a manuscript using the Chicago Manual of Style. I have only a glancing familiarity with this style from an editing point of view although as a reader/writer of fiction I know this is the standard in that publishing industry. As someone who mainly edits using (in decreasing order of familiarity) AP style, MLA style, and APA style, is it possible to give myself a crash course in Chicago? Need Chicago-area psychiatrist or psychologist with BPD experience

This concerns my 26-yr-old daughter, who was released from the hospital 3 weeks ago Monday (here's that sorry story). She needs a psychiatrist for meds, and she wants to attend family therapy and also therapy for PTSD. The hospital recommended an outpatient program for Borderline Personality Disorder, but she's not interested—doesn't believe the label applies to her. For lack of a better word, I'm hoping to “sneak” in some extra therapy when setting up the sessions (sorta like I used to sneak vegetables into mac and cheese). [more inside]

Why is there a fringe curtain at the Jefferson Park CTA stop?

My initial ideas were that it provides shade or shielding, but I don't see any monitors or equipment that it shades, and it only covers a small part of the stop. I haven't noticed fringe at other stops. here is a picture.
