Hawaiian License Plates in NY‽

I just got back from a 500 mile road trip on the New York Thruway. Spotted three cars with Hawaiian license plates. I have never seen one before. Obviously, they didn't drive to the mainland. Two were older cars, mid-ninety's econoboxes, one a big SUV. About how much would it cost to ship a car from the islands, or did they just bring their plates and buy a car locally?

mix and match tires with all wheel drive?

I have a all wheel drive vehicle. A number of years ago all four tires were replaced , they have never been rotated. Now the fronts will not pass inspection but the rears probably have about 40% of tread left. I understand that one can ruin the transfer case if one runs different sized tires on this and many other all wheel drives. I would like to buy two of the exact same tires, which are still available, and put those on the back and put the old tires on the front. Do you think that the difference in diameter between the new tires and the partially worn ones will cause a problem with the drive train?

Rolling in My Hooptie

Help me decide how to finance my vehicle purchases. I need to get two cars for my family. Could be new, could be used. I want both of these cars to have very high safety ratings. Everything else doesn't really matter. I could pay cash for two new cars, but that just seems stupid to do on a depreciating asset. Is the best course of action to find two used, yet reasonably new cars and pay cash? What if we like having new cars? Should we just lease two new vehicles? I have read that the best course of action is to buy a used car and drive it into the ground. That's great, but what if I leave the country again in 5 years. And do I really want to be driving around in a Hooptie in ten years. How do I approach the whole buy new / used, lease issue.

I've seen several solid orange license plates with black or navy lettering on them in the Chicagoland area in the past couple of days. A couple have been dealer plates, but I think not all of them. The Secretary of State and similar websites won't acknowledge the existence of these plates at all, and the closest I can find on Google are plates from decades and decades ago that obviously wouldn't be street legal today. What do these mysterious orange plates signify?

Failed California smog today. Running out of options.

Went to get my smog test done today. I almost passed it. The problem was that my engine is running a TINY bit too rich. There were more hydrocarbons and carbon monoxide coming out of my car's tailpipe than C.A.R.B. would have liked.
