Being the yesman for privately funded project, how can I make this work?

I work at a non profit and have been running an internship program for two years. It is funded annually, but on no set schedule. I am prevented from insisting on a schedule or requiring a reasonable gap between funding date and start date. I am expected to just pull the program together within weeks of the donation being received. With a vague start date and no selection schedule, how do I advertise and maintain a pool of candidates? Please help me come up with a creative solution! [more inside]

My client is late paying me. Plus, I am concerned about how they are (or are not) using the products and services I am providing. Should I stop providing those products and services and send a late notice, or somehow give them the benefit of the doubt for a while longer? Last week I received my absentee ballot for Central Massachusetts. I haven't been there in a few years, so I don't recognize some of the candidates running for the more obscure offices. Electoral Votes

Can someone please explain why a candidate gets all of the electoral votes in a given state if they have the majority of votes in that state?

Wouldn't it be more sensible and accurate to allow electoral votes to be distributed according to the percent of votes carried by each candidate in that state?

Am I missing something?
