Children's book about a bird and a bomb?

I'm trying to remember a children's book. There is an explosive so powerful that a single grain of it would cause a huge blast. It is in the possession of a sinister person. Our tiny hero rides a bird, steals the explosive, and (spoiler) drops it in the ocean, where it detonates relatively harmlessly. [more inside]
