Privacy ideas for backyard

Need ideas for privacy in my new back yard. I have a fence between us and the neighbors, but it is already at maximum allowed height. My deck extends all the way to the side yard at the fence so when I am standing on the deck, the fence is only about 4' higher than the deck and doesn't really hide the next yard. We're having an awful time getting rid of the weeds because there are just too many to manually pull each out.
