Is it legal for AT&T to charge sales tax on the un-discounted price of a new phone (versus the actual purchase price)? Why?

I'm in the UK, my mom is in Central Indiana. I would like to recommend her a good broadband package that will let us chat over Skype, etc. So nothing too underpowered.
Her phone is currently with AT&T, and she would prefer to keep things as simple and non-expensive as possible, and do it through them as well, if that's a decent course of action to take.

What do I need to do to get better cell phone coverage in my basement? Everything works fine upstairs but not so much in the basement. I have an antenna already mounted to the roof, I assume all I need is a repeater? If so what kind? The network is AT&T, but I do not need 3G speeds, only the ability to make calls / SMS.

For AT&T, what counts as being a 'previous iPhone user' as far as upgrades to 3G iPhone go? I am a fairly new AT&T customer, who got a Blackberry through them in May. Because of that, I'm not eligible for a $199/$299 3G iPhone through them -- I'd have to pay $399 or $499. However, they are giving current iPhone customers the lower price. If I were to acquire an old iPhone from a 3rd party, and activate it under my current AT&T account, would that make me an iPhone customer for purposes of the upgrade? Or did I have to buy an iPhone directly through AT&T to qualify for this price?

It's come the time to buy a new cellphone. I have a RAZR V2 and it's falling apart. My Verizon contract is up in November. Should I re-up with Verizon and stay on my family plan or should I break off and/or go to another carrier? And what phone should I look into? All I know is that I do not want a huge fold out QWERTY keyboard like a 16-year-old girl with a Sidekick and probably do not want a Motorola.

Just switched to AT&T "Elite" Internet service from Comcast cable modem in a cost saving measure. AT&T promises download speeds of 3-6M Bps for this service (as opposed to 2-3 for their Pro service, which is a few bucks cheaper), but I'm only seeing a whisker above 3. Is this normal? Anything I can do?

What's the best wireless phone service for the NYC area?
I'm as fed up with Verizon as the next guy, but my limited experience with an iPhone in Manhattan left me with dropped/missed calls and very intermittent access to maps, etc. (unless already cached).
Putting aside fun features that
usually work, and imagining your life depended on receiving or making a phone call, which network would you choose?*
*Please speak from experience with a carrier and nevermind the silly games they play (e.g., crippling bluetooth, etc.); I simply need a service that doesn't miss or drop calls.

iPhone - AT&T/Cingular or T-Mobile (USA) ?
I'm in NYC, peak minutes usage < 300, 50% of minutes to same 4 numbers, data usage likely to be high. Criteria: minimize the following, in order of priority: cost, dropped calls/network weirdness, customer service craziness, crap-tastic contracts.
I'm obviously fine with hacking/unlocking my iphone.
