Looking for the name of a Street Fighter 2 Knock Off

I've been working on building an arcade cabinet running MAME. There's one game in particular that I'd like to locate. I've searched for it but haven't had any luck. Here's what I remember: It had pretty poorly animated 2D sprite based graphics. It was a particularly blatant rip-off of Street fighter 2. It came out before 1995. One of the characters was a Kabuki man. Some characters had weapons. It was not Samurai Showdown. The final boss would use a combination of special attacks from the other characters.

I'm looking to build an upright MAME console from a kit. I have a budget of about $700-900 total, including the screen and PC and any other bits and pieces I'd need. I'd like a dual joystick setup with a trackball. I have no idea what's out there, other than what Google searches show me, and I don't know what the "gotchas" are. What are the best options for doing this, with the budget in mind? What issues should I watch out for?

Would Like to Recall Name of Specific Arcade Game Early '90s

It was an upright arcade game, but played like a board game. You and some (allegedly) hyper intelligent extraterrestrial take turns placing tokens (colonies, energy nodes, whatever) on a series of boards that change from round to round. Tokens next to the token you place get 'flipped' to your color. There was console art depicting spacey aliens with pseudopods. [more inside]

What device is used to regulate power over several circuits?

A friend of mine has 20+ old arcade games in his basement. He has essentially set up a small arcade museum at his house. It's pretty sweet! The games are split between several circuits in the house but power is becoming a concern. These old electronics are sensitive to spikes and low voltages and we want to keep them running as long as possible - most of the circuit boards are not made and difficult to replace or repair. What should we consider for 110v line conditioning? [more inside]

Name of the 80s soccer arcade machine?

Does anyone remember the name of the 80s soccer coin-op arcade machine? It was of a similar size to a Gauntlet box, was up to four player and was a world cup type tournament. Sort of cartoon-y / manga-lite type of players; and my overriding memory of it is the scissor / bicycle kick. If it then exists in a PC/PS2/ROM collection so much the better! Thanks all.
