Grad school application without GRE score? What are they looking for?

I'm toying with the idea of getting a Masters program in the next year or two in a specific field within my current career path. Since the program is fairly unique, the school isn't requiring a GRE score for the application (although it's a top research university in the US on the West Coast). At his previous school he was placed on academic suspension for a semester due to absenteeism and low grades. It it unwise to bank on a prospective employer not calling my references unless I am interviewed? I'm applying for a job that is admittedly a long shot, and I’d rather not call and ask people to be my references unless I am actually in the running (for various snowflake reasons detailed at length within).
