Low-income housing in Portland, OR

I'm moving to Portland, OR and looking for low-income housing, as I am on SSDI. Not just talking about Section 8 but all income-restricted apartments. Many have waiting lists of around 2 years or more--are there any that may have shorter lists? Plus I'm not sure if there are certain mgmt companies to avoid. Also, is there some sort of tenant center that would be a good resource? I am looking for a 1 BR but a studio is also fine.

Has anyone challenged "by the bed" student apartments as unfair housing?

My old student neighborhood in southern California has several new luxury apartment buildings marketed toward students, which rent apartments with "by the bed" leases instead of normal per-apartment-unit leases. This setup is intended for single students, and it seems complicated, impractical, and overly expensive to rent if you're a couple and/or have children. Familial status is a protected class under the US Fair Housing Act. Has anyone challenged housing providers who do this? What could happen if somebody challenged them? [more inside]

Love an apartment, but the ratings are terrible online, what do I do?

I found an apartment I really like, at the price I want, in the location I want, but the reviews online say that there are many problems with AC/Heat, water system and washer dryer units. Is there any way I can approach the leasing office with those poor reviews and get some kind of real assurance that those problems are fixed or maybe have the lease modified so we can get reimbursed if those sorts of problems occur, or should I just pass on it?

Bogus Damage Charges from a Corporate Landlord DC Edition

Several roommates and I moved out of an apartment in DC this summer that is owned by a large corporate company (coughAvalonBaycough). We’d been in the apartment for almost four years. Before we moved out, staff from the building signed off on paperwork stating that there was no visible damage. I don't know if I qualify, even though my income is lower than that, because I'd also be going to school part time at a local community college for the next year or so. Birdfeeder for 34th floor apartment?

We live on the 34th floor of an apartment with no balcony (there's an air-con ledge I suppose, but ours is generally inaccessible) near a patch of green with lots of birds. Eagles and ospreys and the like fly by outside our windows often. Our windows have permanent grilles because of the curious toddler. We'd love to have a birdfeeder attached very firmly (no suction cups) to our window grilles on the outside. Is this possible and would it work in attracting birds? What are the problems in apartment birdfeeders?

Are there warm apartments in cold climates?

I live in the SF Bay area and I'm thinking about moving to colder climates at some point, but for various reasons I can't handle a cold ambient temperature inside my home, even if I bundle up. In colder areas (specifically New England and the Midwest), how easy/possible is it to find apartments that are well-heated (perhaps buildings with a whole-building radiator system?) or other situations where I can have a warm (68-70 degree) home without paying through the nose for utilities? Finding an Apartment in NYC without a broker?

I am moving to NYC for work (yay!) and need to find an apartment. My start date in my new position is between 8/15 and 9/1, depending on when I can get into a place. I live in the top floor of a newly-constructed (less than a year old) wood-framed apartment complex. I try to be a good neighbor and keep any noises to a minimum. However, yesterday, my neighbor that lived right below my unit came to talk to me about thumping noises that he hears coming directly above him. Upstairs neighbors from hell + hellhounds

Upstairs neighbors with a track record of being inconsiderate got two yappy, poorly trained dogs. The dogs go out on the balcony all day, where they pee and poop through the floor slats. It all lands on our deck, where we sit and eat and grow produce. (I know, I can't believe it either). We've tried many polite but incredulous complaints, which are rapidly rising in exasperation. We've tried getting the management involved. All of this has resulted in a lot of enthusiastic apologies but absolutely no behavior change.
