Do we need to repaint to get our deposit back?

We're moving out of our San Francisco apartment after 6.5 years. We painted one wall orange. After mentioning to a few people that we were bummed that we wouldn't have time to repaint it and thus would get a ding to our security deposit, they all said that after a certain amount of time, we weren't responsible for repainting. What are the laws on this? Checked the San Francisco Tenants Union and Housing Rights Committee sites, but didn't see any info. Would one or the other be better to call, or can anyone point us to the information?

How do I keep noise out of my shared hallway?

I moved into a loft and the acoustics in the hallway are terrible. If someone walks past my talking to someone else, at a normal volume, I can hear every word, even with the television or music on. It is as if the door is made out of paper. What's worse, is that the opposite is true. When walking past a door you can very clearly hear what is going on inside. Any ideas on soundproofing my place? Apartment equivalent of a lemon?

I came home to my ceiling leaking brown water this evening. After a few phone calls from me to the 24/7 answering service my landlord has set up, a maintenance man finally showed up. He deduced that the hot water pipes in the floor between my ceiling an my neighbor to the north's floor had burst. Meanwhile my counters, appliances drywall ceiling/wall/electrical outlets/lights and wood floors are soaked. The maintenance man said he turned off the water flow to the burst pipe, and said he would return tomorrow to ensure the walls/ceiling had dried, but I'm not comfortable with that response --- I feel that all of the waterlogged drywall/floor should be replaced and the appliances should be replaced. What do I do? Should I call a lawyer? Should I write/mail a certified letter to the landlord? I'd like action now, but feel like I'm being out by the wayside. Please help!

Can my apartment keep me from receiving cable Internet from a 3rd party, if I don't order the apartment's basic cable plan? They shut off my Internet today, can they do this? Here's the deal - I moved in 2.5 months ago. the complex offers their own cable package through Time-Warner, for $45 dollars a month. I signed the paperwork to turn it down, but told them I planned on getting cable Internet. They never said I couldn't, or that it wasn't an option (there is only one cable company in the area, and DSL is available as an alternative). So the cable guy comes, hooks everything up, I have the Internet only for $29.95 a month, through Time-Warner, which i've been paying, to them. Sounds peachy, right? Not do much... [more inside]

So I've lived in beautiful San Francisco, California since 2005, but I've recently started a job down in Sunnyvale. The quandry of a nosy neighbour.

We live in a large apartment building mainly occupied by retirees and young professionals. It's pretty quiet and there's not usually a lot of drama around here. A month or two ago, new young couple moved in on our floor. Coincidentally, also a month or two ago, we started hearing loud, angry arguments coming from one of the nearby apartments. My parents are being pushed out of their current rental apartment in Northern Virginia and need to locate a new rental by the end of October, but their circumstances are challenging and I need advice on how best to assist them.

My parents are in their 70s and are on a fixed income– a fairly low fixed income– and were forced to declare bankruptcy last year due to significant medical bills. These medical issues also made it difficult for them to maintain their household, resulting in an accumulation of dirt and debris that has forced their current rental complex to issue a polite but firm eviction notice. I am attempting to relocate them much closer to me so that my family and I can provide regular assistance to them, both financial and day-to-day, but they've already been rejected by two rather modest rental complexes (including one at which they previously lived for 25 years). To complicate matters, my mother is in a wheelchair and needs an apartment with few or no barriers (stairs, hills, etc.). Moving them into my home is not an option for a variety of reasons. I'm trying to locate a rental apartment somewhere in Northern Virginia and at this point would take anything. Can anyone tell me where to turn?

10 days until rent is due!
