Can and should the Federal Reserve assume public debts to stimulate the economy?

The US states are massively in debt, and public-sector layoffs are causing unemployment to stay high, even while the private sector recovers. The Federal Reserve can create dollars from nothing, and at the moment inflation is apparently a minor concern compared to deflation. What would happen if the Federal Reserve assumed much or all of the debt of the states? They could pay off the debts ex nihilo at a speed of their choosing, while allowing the states to create or save jobs. They could also simply grant money to those states that have relatively little debt. Does anything like this happen, and should it? [Not an economist]

I had two Bank of America credit cards. Both were of the high interest types (21% and 25% interest). I owed in the area of 5 thousand dollars total and I knew that it was time to bite the bullet and take the money out of my savings to pay them off. I may have been late in payments a few times (not often) and usually I only paid the minimum payment due. I naively thought paying them off completely would be viewed as a positive thing. What were the liberals wrong about?

I socialize almost exclusively with friends who are politically liberal, spanning the spectrum from left-of-center progressive to the more radical fringe. Frequently, among ourselves, political conversation drifts inevitably toward variations on this theme:
"The history of our country has always proven liberalism correct and conservatism incorrect. The principles of those on the left have been validated over and over again, while those on the right have been proven wrong by the progress of history."
While I admit that this hypothesis is selfishly pleasing (I'm a liberal too, after all), it seems to me that it can't be completely true. But I don't have a strong enough grasp of American history to prove it wrong. So what am I missing? What have liberals been proven wrong about? [more inside]

What are the exact dimensions of Captain America's shield?

I'm making a lightweight replica of Captain America's shield (the modern-day circular one), most likely with PVC in a laser router machine. The only dimensions I can secure online are that it's 30 inches in diameter, but I can't find any info on thickness and concave depth. Anyone know the missing dimensions I need? Bonus points if there exist specifics on the width of the color bars but I'm pretty sure that part I can eyeball during painting. Thanks!
