Why might a process not use all available physical memory under Windows Server 2008 r2 standard? I have 32Gb of RAM acknowledged by Resource Monitor, of which 19.4 are allocated to a process (the IBM solver CPLEX running in command line form from Power Shell) that has just thrown a controlled OOM error despite there being another 12 Gb marked as available.
I'm going to assume (to start with) that the program itself isn't the culprit, but is there a per-user limit switch, a per-process limit switch or something similar in 2008 r2? Any other ideas?

Looking into building a house near Golden/Boulder CO area. Planning on using ICF's. Looking for suggestions of almost any kind. Would like the house to be about 2000sqft. Am a teacher and worked construction for several summers (but only w/ stick built houses) a few years ago so I will have some time and rudimentary knowledge. I'm a Windows systems administrator and power user and an enthusiastic user of Unix/Linux-based operating systems. I have hand edited make files and recompiled linux kernels manually. I know how to do administrative scripting and am a Microsoft products (SharePoint, if it matters) support professional/systems engineer in my job. I am certainly not the geekiest person I know but I'm in the top 5 percent.
I am switching to a Mac Mini (Lion Server, specs maxed toward storage) after decades of using Windows laptops/desktops and some Linux machines. I'm prepared for the lack of physical mobility, but I don't feel prepared for not being a power user. What methods/resources would you suggest I could use to get up to speed with being a Mac Mini and OSX Lion power user?
