Seattle-adjacent anniversary "weekend"

We have next Monday and Tuesday free for our anniversary and are looking for a last-minute overnight outing in or near Seattle (less than 1 hour or so away). Ideally the trip includes at least some of the following: great food including a possibly slightly fancy dinner, a swanky or at least interesting place to stay, water views, bookstores, light to moderate outdoorsiness, strange museums or art, low-key adventure. Ideally, I'm looking for the "here's what you should have learned in 6th grade" level overview of local history and common knowledge. Advice on Route/ Plan for Portland to Washington Solo trip in Sept?

Am planning a solo trip early Sept to Portland then heading up to Washington and renting a car (Seattle?) possibly by Amtrak, with a stop at the Gorges). Have a place to stay in Portland 4-5 days. I am thinking I will need a 2-3 day car rental in Portland, and 4-5 day car rental in Washington. Navigating Health Insurance in Washington?

My girlfriend (domestic partner, not registered) has had a ton of trouble navigating the new health insurance landscape. The application process this year was confusing as hell. Today we tried to take her in to see her regular doctor of many years, only to be turned away because now that she's on state insurance, her doc can't see her even if we want to pay out of pocket. Next week, I am taking the Empire Builder from Chicago to Portland, Oregon. In a previous question about train travel, someone suggested reading books that take place along your train route. I'd like to explore leasing time in a "co-op" or shared commercial kitchen to start a small food business, making seasonal preserves and similar items in Washington State. Are there recommended blogs or books that discuss this from the business and planning ends, as far as what to look for, and well as how to deal with legal issues with bringing equipment and ingredients to and from such a facility (like fresh fruit, sugar, etc.). A friend and his family are driving from North Carolina to Washington, DC. I'm going to drive down from Baltimore to meet them for dinner on Friday evening, but I hate going into central DC, so we've agreed to meet in a more northerly region: perhaps Bethesda, Silver Spring or College Park. Unfortunately I'm not too familiar with that area, so AskMe, where should we have dinner? It'll be a party of four adults and three small children at about eight-ish on a Friday night. DC Cab (not the movie, but the taxi)?

A relative of mine needs to get from the Southwest area of Washington DC, to Union Station, around 3am tonight/Monday am. I haven't been here very long, and I've only caught cabs in cab ranks from the airport or flagged one down, never called one for a late-night pickup, so I don't know what's best. Looking at Yelp for taxicabs, they're full of zero-to-one star reviews and horror stories. So please help! Would you go ahead with a trip to DC this coming week given the weather?

My family and I are set to travel by train to DC for a week of enrichment during our Mardi Gras break. The weather looks like it has the potential to close museums etc. and make us fairly uncomfortable for the significant walking from place to place. We could cancel it all and set out for something warmer tomorrow, but is my concern overblown? We're going tomorrow through Friday. The potential for closures and outages is the biggest factor, I guess.

We have done a long weekend at the Delaware shore with friends for the past few summers, and would like to try a new place.
