Going to Italy - Stay in Rome the whole trip or take a tour to several cities? [more inside]

Planning on traveling to Venice: Are there any cheap hostels or hotels that are available? If so, where are they? On the extreme side, we're even willing to rough it out and sleep on the streets for a few nights. Anyone ever tried this and is this safe, or are we batshit crazy? [more inside]
