I am an American citizen. If I want to travel to Vietnam, all I need is a valid passport and visa; if I want to travel to Cuba, I either have to sign up for a special tour, be part of some pre-approved humanitarian/scientific/educational group, or be willing to break U.S. law. I know that there are extralegal ways for U.S-ians to travel to Cuba; this is not my main question. [more inside]

Are there any statistics on what portion of the US GDP is now and historically (over the past 100 or 200 years) has been spent on luxury goods? A friend is in the US on a tourist visa (from a non-visa waiver country). He just got ticketed for driving without a license, without insurance, and with highbeams on. He'll be entering a US university as an undergrad this autumn, for which he'll convert his visa to a student visa. Could these infractions result in his being deported or being denied further visas and, later on, permanent residency status? [more inside]

Security Clearance/Foreign Service-filter: I'm thinking of a career in the Foreign Service when I get out of college (T-minus 4 years), which I am just now entering. While metafilter has had questions about this before, but my situation is am bit different (so I'm hoping the Foreign Service mefites from those threads can chime in). The most important distinction is that I'm looking to be a Security Engineering Officer, or in some other sort of engineering related role (which falls under "Management" I believe) not a diplomat. Some "Threat Level" questions: do countries have a similar system? Are other countries planning to implement such a system? Also, is the American system based on an existing model? I'm not so interested in the threat aspect of it as much as I'm interested in learning where the color-coded system originated and if it's being borrowed. This version, I'm certain, was a later iteration.

As I understand it, the US election is won by winning areas and then counting up how many wins each person got. Give or take. It's not all that important to the question.

US election question: The US Presidential election is being held Nov. 2, 2004. Last election was on Nov. 7th. I was confused last time and this time because I swear that I remember learning that elections are always held on the second Tuesday of November. Anyone aware of whether that second Tuesday thing is a rule, and, if so, is there some historical origin to it? If it is a rule, anyone know why the last two elections were held on the first Tuesday of November?
