Is there a single generally accepted concept of per diem payments?

My definition, based on my admittedly limited experience, is that the per diem is paid as a lump sum, either up-front or after the fact, for [per diem amount * days worked] without regard to how much the recipient actually spends. What this company offers is reimbursement for actual expenses up to [per diem amount], with receipts required from the contractor/employee. [more inside]

How crazy am I? I have a significant chunk of savings... almost enough in cash to do something i've been talking about doing for years. I'm not eating into my RRSPs, and I'm leaving 6 months of salary untouched... but I'm seriously debating spending all of the rest (and maybe a bit more via a small loan) to chase a dream. My boyfriend and I are traveling to Guadeloupe Nov 18-21, flying into Pointe-a-Pitre at 6:30pm on the 18th. Any suggestions on where to stay, where to explore, where to eat etc? What do i want on my iPhone 6 before several long international flights?

Im seeking suggestions for games or any apps to download before taking an upcoming trip. I will have a couple f 15+ hour flights, several shorter ones and plenty of time stuck in a car in traffic (although I should have data service and will certainly have more entertaining things to look at for the road portions of the journeys). I'm not opposed to spending some money but I am not looking to shell out a ton of cash on games/apps which I will tire of immediately.
