Do I need an adapter to plug my American GPS into my Irish rental car?

My brothers and I are going to Ireland for a week-long trip beginning Sunday. We'll be driving around the countryside in Clare, Galway and Kerry, and I'm bringing my car GPS along to help us navigate. Here's a quick last-minute question: is the power adapter jack in European cars the same as the one in American cars or do I need some sort of converter similar to the kind needed for household outlets?

Carry-On Pets - how strict are airlines?

Bringing Pets in Airplane Cabin: I know that each airline has its limits on the dimensions of the under-the-seat carrier and combined weight, but how strict are they? Do airlines actually measure your carrier and weigh the pet plus carrier? Or just eyeball it? I'm wondering particularly about Northwest and American Airlines. My fiancee and I are planning a honeymoon abroad, we're thinking of visiting Spain and/or France. Neither one of us are well spoken in the native languages... do we need to worry? A friend of mine recently posted this question about doing research in Tibet . His university has decided that it would like to err on the side of caution - thus, they are restricting him from going to Tibet. So, he needs a new plan and potentially a new topic of research - probably still focusing on Sino-Globalization as it relates to Tibetans.
