I've paid my back taxes for New York State as of last year, but the judgment is still on my credit reports, although marked "paid". This is my only ding. Will landlords refuse to rent to me anyway?

As a US citizen, living and working abroad for many years, I recently heard of a new law that I must file tax returns on the US by Aug 31, 2011 or face a penalty. Anyone know about this? If US citizens live and pay taxes abroad, they generally are exempt up to $91,500.

I live in New York and recently started a new job in New Jersey. On my first pay stub, I noticed that I'm paying a state income tax for both NY and NJ (and the tax for new jersey is actually $30 more than the NY tax). How can I be forced to pay income tax to two different states when I only live in one? This seems unjust.
