Who are some really good contemporary singer-songwriters that perform often or mostly on guitar, but are not particularly better than average when it comes to technical skill at the instrument itself?

I was in Paris in April of '96 and kept hearing her song everywhere but never got a chance to pick up the album, which I assume had just been released. It's a solo artist (I'm pretty sure), slow, acoustic guitar, and the video had her sitting in an empty derelict apartment while people peered in through the peephole. I've tried everything I could to find it but gave up until I discovered Mefi. If you have any ideas, I'd love to hear from you.

I'm trying to find a singer/song-writer who I heard for the first time 3 years ago. She had a soft, high, very feminine voice, and the lyrics were entirely nonsensical (although grammatically correct), detailed descriptions of bizarre circumstances. This might not be true of all of her songs, but I remember, many times, thinking "god this song is beautiful... /wait/ what's it about?!"

NPRfilter: Female singer (from the 50s?) mentioned on NPR in the last week. She was characterized by the music critic as never overdoing vocal tricks, sining minimally and "just the right amount". The singing sample had very little musical backing. She retired early at the height of her popularity after getting sick of the music business.

My m-i- l said she was famous in England (~ mid 1930's) and she recalls her father getting her mother a record of her singing Peer Gynt's "Solveig's Song". I like singers with strange voices. I don't like novelty songs (e.g. Betty Boop) and I don't like "songs" that are so avant-garde that they're basically noise (e.g. someone screaming into a microphone). So I'm not looking for strange music. I'm looking for traditional (melodic) music sung by singers with non-traditional singing voices. Examples of what I like:

A few years ago I saw a music video with a female singer whose face had been blue screened into a animated scifi setting. The video was very cool despite its somewhat "Clutch Cargo" (or Johnny Chimpo if you prefer) vibe.
