I work on the production team for a long-running public radio program. We have a massive archive of shows in digital format (MP3 and AIFF) which we need to collate into a powerful and highly flexible database - something like iTunes, but much more advanced. Looking for a MP3 transcoder/server. My dream piece of software runs as an apache module or standalone http server. Clients request a resource, like http://server/content/filename.mp3, over normal HTTP, but the transcoder intercepts that request and streams the mp3 file at a set normalized bitrate and quality, transcoding if necessary, and only transcoding/serving the requested content. The resultant stream has to be compatible with shoutcast-style mp3 stream players (iTunes, Winamp, QuickTime.) Does it exist? [more inside]

ServerSideResearchFilter: A friend, who is a prominent Australian comedic voice talent, would like to dynamically stitch together disparate mp3s through a web interface and convert the resulting mp3 to suitable delivery for mobile phone voicemail recordings via MMS. While i can conceptualise the web interace and preview mechanism through flash, I am clueless to how the backend would work.

So, what specific technolgies should i enquire into to make this dream a reality (i am aware this kind of application development would be pricey), and also, are there any sites that you know of doing this at the moment?
