	<title>Italian GSM card in US phone - PAC and PIN?</title>

	<description>My sister is in Italy - and is trying to use an italian (Wind) SIM card in her American cingular GSM phone. It&apos;s asking her for a PAC and PIN number - which she doesn&apos;t know. What does she do? When she left for Italy, her (samsung) phone was still locked. I bought unlocking codes on EBay, and emailed them to her there. These same codes worked fine for my (identical) phone, but she might have made some mistake entering them. Therefore, I can&apos;t be 100% sure that her phone is actually unlocked.</description>

	<description>What&apos;s the most you can cost someone who sent you a prepaid business reply mail envelope? I just got one of these, fishing for a tax-deductible donation to a 501(c)(3) group, one I would pay money to see stomped to death.  

I want to hear from people who&apos;ve done this and suffered no repercussions, as well as any former or current USPS employees who might know where that fine line is.  I&apos;m also open to anything that keeps me on the mailing list, but still costs them more in postage than it&apos;s worth.</description>

Directly to the campaign? To a PAC or other group? To a Party Headquarters? What about limits, personal fund-raisers?
