How do I open these aluminum windows from the 60's? The lock has a top-of-window sash component, then a metal ribbon-looking thing, and a screw in the top of the bottom sash. [more inside]

I moved into an apartment in a Victorian house last Friday and about 5 minutes after I start moving in I realize that the windows are in terrible shape. The wood frames have rotted, some windows don't open, some don't close. At least one had a broken frame like it broke when someone was trying to shit the window. A couple have cracked panes. Probably half of them are missing the locking mechanisms so I can't lock them. [more inside]
