New bike or upgrade the frame with old components?

I ride a single speed (flip flop hub) here in NYC and am at a bit of a crossroads - my bike is at the shop and the diagnosis is grim - the worn out seat post is corroded into the frame. If it doesn't come out easy the repairs might be more than the original cost of the bike. Should I strip the components off the bike and get a new frame? Or a new bike entirely? Hit by a fence

So I was biking home from work last night and was hit by a fence. It was very windy and a portion of the fence at Grand St. and Center St. in Manhattan blew over onto me. I'm mostly fine, a little bruised but annoyed because it tore my fancy rain jacket. I know I'm going to get a lot of IANAL responses but I wanted to see if anyone had suggestions of things I could do to possibly be remunerated for the jacket by the city. Here's a picture of the bloodthirsty fence after I extricated myself and my bike from it. Any advice much appreciated.

I've just bought a new bike, and I'm desperate to not have this one stolen from me. Best bike route through midtown manhattan?

What's the best way to get across midtown Manhattan by bicycle? Biking on the Manhattan Greenway & GWB

I'd like to bike around the Manhattan waterfront, starting and ending at the GWB, using the official greenway path (pdf). My question is about those sections in red and blue: will I be biking through traffic? Having never ridden a bike through NYC traffic, am I putting myself in danger? How long would the entire thing take? Related question: has anyone ridden a bike across the GWB recently? It's legal, though they make it sound like it's teeming with pedestrian.
