Assessment tool for grantseekers: personality quiz edition?

I am currently working with a local nonprofit to create a new grant program focused on community engagement. This organization serves primarily as a funding intermediary, raising funds and distributing them as grants to other nonprofits throughout the region. They actually have a number of existing grant programs that already require varying levels of community engagement, education, and/or outreach, and have tasked me with creating a self-assessment tool to pair potential grantees to the most appropriate grant(s). I'm thinking I need a tool that would help me create something similar to those personality quizzes you find online, but I am finding it difficult to know what resources exist for this and how I should format the thing. Leaving my life behind for a while...

So...I applied for and received a grant to learn/research/write abroad for 4 months starting in March in the field of librarianship and informatics. The grant will pay for food, shelter, and travel (4 cities in Germany, if it matters). The grant agency is going to try and help me find temporary housing. Very fortunately, my job is ok with this and excited about what I will learn, so I have a job to come back to. I am simultaneously excited and terrified. I am a criminology PhD student based in London and have been invited to present at a conference in Tampa, Florida next year. The conference is perfect for my area of research; the only thing is neither my university nor the hosting institution can provide funding to cover my travel expenses. Too little too late, Mr. Higher Education. Do I give the check back?

I dropped (back) out of college during this past summer session. I am not registered to take any more courses, ever. Yesterday I received a Pell Grant check in the mail alongside a statement from the university bursar's office noting the credit amount.
