We're moving to a new place in DC and would like to explore television that includes watching NFL games and do not include just paying for a big ol' Comcast or DirectTV contract. Are there other options?

Help me convince my friend of a basic networking truth. He sent me an e-mail saying he was assigning static IPs to all the devices on his home network so the signal would be stronger. More details inside:

What would be my best source for HD content and the best PVR to capture that content? I just purchased a new HDTV. I have a Direct TV Tivo box that is only standard def. I figure as long as I have an HDTV though, I should try to get the most out of it. It seems my options are Direct TV with their HD PVR, a Direct TV HD receiver and an HD TiVo or MythTV set up, cable and one of their PVRs or cable and a Tivo or MythTV set up.

I live in Minneapolis, and I'm trying to determine how I can get the local Chicago channels on TV. I do have Direct TV, but with the Minn/St. Paul channels. Is there any way to do this through Direct TV, and if not, is there any other way to get the local Chicago channels?

Having come to the end of my rope with Time-Warner's sucky customer service, we're looking at DirectTV. What advice, warning, cautions, or kudos would you give us before switching to this service. Two more specific (kinda stupid) questions are inside.

My DirectTV with TiVo receiver died tonight. The HD actuator (I'm guessing from the sounds of it) had been clicking for a few weeks, and I'd been getting intermittent read/write errors. Tonight after a power outage, it's stuck on the powering up screen. Should I:
1. Get a New One
2. Try a new hard drive (or some other potential fix)
3. Get the PVR that DirectTV is starting to push
4. Switch to Comcast cable and get one of their PVRs

I am a Canadian resident who would like to subscribe to DIRECTV. This seems to be legal at the monent, and I have purchased a dish and receiver on eBay. Can anyone suggest a Canadian-based company that will broker my DIRECTV account? I understand that I will need to get a US address.
