Cell phone for visiting Canada

I have a Virgin Mobile USA phone, which is useless outside the US. I'll be in Canada (Nova Scotia and Ontario) for two weeks, and while the idea of taking a break from little electronic devices is tempting, it actually would be kind of helpful to have a phone. Leaving from Canada for a work trip?

I am a US citizen working for a US company who is being sent to Europe later this year on a temporary (~1 month) work assignment. My ability to work in the destination country is not an issue. My flight to get to and return from the destination leaves from Canada. I have a NEXUS card but won't be arriving in Canada via a NEXUS lane, so I'll do regular land-based Canadian immigration. How do I tell them the purpose of my visit? If I say "flying to Europe," is "for work" an acceptable answer if they ask why, or will CBSA even ask why? I'll have copies of my air tickets away from and back to Canada, along with proof of ties to the US. Am I over thinking this?

Toronto trip data plan only

I will be visiting toronto during christmas/new years and would like to have a prepaid data plan. What is the cheapest/best carrier for data sim while in toronto. Minutes matter less since i will be using phone primarily as directions, trip advisor etc . similar to this question but reversed Samsung galaxy s3 tmobile lte version phone if that matters. I'm looking for an affordable mobile plan that will let me surf the web and use Google maps during a short trip to Canada.

I'm going to Vancouver next month. My Sprint phone won't be of any use to me there. When I went to Toronto last year, I was able to make exorbitantly expensive phone calls and I wasn't able to access the internet or use google maps. I'd like to do all of those things economically.
