I’m currently in NY in an apartment without water, sewage, heat or electricity. I’m living elsewhere until my area gets these services back. As I understood it, an apartment without these sorts of things (not to mention the stench of sewage and sea water eating away at the belongings in the floor below and the mold that must be growing there – I think the tenants down there are simply walking away and not cleaning up) is considered uninhabitable. Aren’t renters, by law, not obligated to pay rent until these issues are fixed?

I recently moved to (West) London from overseas and have to do some reasonably major renovation work on a 2-bed flat. This will include re-doing the floors, removing the dreaded "woodchip" wallpaper and therefore possibly re-plastering, replacing or fixing Artex-ed ceilings and possibly some dated/inefficient windows, and re-doing a kitchen. I am not sure what type of professional to call to get an overall plan and estimates or where to look for such professionals.

So I've lived in beautiful San Francisco, California since 2005, but I've recently started a job down in Sunnyvale. I can take Caltrain down there, but it's an hour's trip plus half an hour on either end to get from home/work to the Caltrain station in question. This is not sustainable, so I'd like to move south. I'm strongly considering putting in a offer on an income-restricted HDFC coop apartment in Brooklyn. I just straddle the income limits for 2009, but am well below it for 2006, 2007, and 2008, and the agent has assured me that won't be a problem, given the board an lawyer for this building (meeting the spirit of the regulations, if not the letter). I can afford to put down a large enough down payment so my monthly costs end up being slightly less than what my rent is now (with significantly more stability in cost from year to year). So I'm pretty sure this makes sense for me, but my only question is: is this a mistake in terms of eventually reselling the place?
