I just want to solder silver jumprings

I've searched, and the information is overwhelming. I just want to know: can I solder silver jumprings closed with a soldering iron? If so, what kind of solder do I need? Help me find published portraits of everyday folk in SF in the early 2000s

Between 2001 and 2004, I lived in the SF Bay Area and looked forward to a weekly column in a local paper (don't remember which - probably not SF Chronicle, but maybe a smaller publication?) which featured a profile of an interesting local "everyday folk" along with a pen-and-ink portrait. I especially loved the charming portraits. In particular, I remember one of a guy selling boiled crab at the Pier. Does anyone remember this? What was the name of the column, and who was the artist?

I saw one of this artist's pieces at SF MoMA back in 2011. It was like an isometric or orthographic view of a rooftop or several adjacent rooftops. Affinity Pro vs. Acorn for a webcomic artist getting back in the game?

Asking for a friend - the last time they did webcomics, it was on a free version of Photoshop Elements that came with their multi-function printer. They would sketch on paper and scan and work miracles in Elements in Windows XP.
