403(b) rollover - to traditional or Roth IRA?

I have about $8K languishing in a 403(b) (similar to a 401(k) but for nonprofits). My current company doesn't have a 401(k). Should I open a Traditional IRA in addition to the Roth, and rollover into that instead? [more inside]
