Are there other sites like kuro5hin.org, where users can submit articles? Not sites like Plastic, which deal primarily with issues and politics and stories with "discussion angles".

The list of sites running scoop (k5's software) might help you here. Or are you looking for alternatives because you dislike the k5 way of doing things? If that's the case then I'm not sure what to suggest.

Response by poster: The k5 quality has kinda... declined. I'm looking for a site with a similar charter, irrespective of the actual structure.

you didn't think k5 was about discussion?

Response by poster: rhyax, sure but Plastic generally requires something "controversial", as in discussable. I'd want a site where I can read about the fundamentals of string theory, art of screenplay writing, AND the latest shtick about politics. In essence, a place like Metafilter, but with proper write-ups.

K5 used to have a good ethos. It's kinda corroded now.
