Natural media animation

Are there any natural media programs (like Painter or ArtRage) that support animation?

Corel Painter does. Not sure how robust it is, though, since I never use that feature.

Painter has an animation component, but I find it so awkward and frustrating that I just stay in standard mode and just stack on the layers. (This is also how I was taught to do it in my animation class.)

So the layers serve as 'cells'? Can it export that as a movie file format?
