Giant black lung building?

What is this building, and where is it?

From the surrounding buildings it appears to be somewhere in Central or Eastern Europe, and the pod thing on the side makes me wonder if it's some kind of simulator.

Any ideas, hivemind?

Here it is:

"Kunsthaus - Graz (Graz Art Museum) was built as part of the European Capital of Culture celebrations in 2003 and has since become an architectural landmark in Graz, Austria."
