What is this movie?

MovieFilter: I'm trying to track down a daytime movie I saw about a young boy trying to build a rocket to the moon.

In the movie he had really long hair and got teased about it at school. His sister was deaf and he had an older brother who died young. His parents have kept the brothers room as a shrine to their dead son. The boy builds his rocket out of his older brothers motorbike, gets a haircut and.....that's about it.

I don't remember much more other than: one scene where the boy unrolls a huge blueprint and it just keeps unrolling and unrolling, and later his sister is going through a second-hand clothes stall and is trying to find something that will fit him.

Ring any bells? I've no idea if the sister was played by a deaf actor or not.
