What makes you think it is a scam? What is it you find untrustworthy?

The domain name, the lack of accreditation, the eagerness to take payment... big alarm bells.

I think your instincts are good. Look at the kinds of sites which are linking to it (and how few).

Also, their sister site is offline.

Also, there is a small complaint here.
