Animated Character Question.

Who is this animated character I keep seeing?

I keep seeing this animated character used as an avatar. It was also on a girl's shirt on MTV. I am just curious as to what it is, and it's difficult to find something on Google by just describing visual characteristics.

Specifically, Gir in his disguise as a dog, from the old animated series Invader Zim. Try a google image search for 'Gir'.

Thank you! It was bugging the heck out of me that I kept seeing the image but I didn't know who it was. I think I'll check out some Invader Zim now...
