What's the best online place to follow the latest subnotebooks and ultraportables to arrive on the market?

I'm particularly eager to be in the starting blocks when Dell's E becomes available. Bonus points if the website isn't USA-centred, but also features international updates.

If by 'arrive on the market' you mean 'are available now, even if they have to be imported,' then dynamism.com is probably your best bet.

there's a couple of different ultra-portable blogs (umpc example), though sometimes I've seen just as much information on general laptop blogs in the ultraportable catgory.

netbookeruser has forums, so might have leads to good blogs there (categories by different umpc other than eeepc which is redirect since it already had a well-used forum).

IBM/lenovo's Thinkpad brand isn't specifically known for weight, but the X-series is a lightweight line that has the standard Thinkpad build quality. I have a 570 just shy of 3lbs that can run its wireless 2.5 hours on a single charge. It also breaks less than my shiny desktop (i.e., not at all) despite being manufactured in a different decade. If you're just looking to fit something into your (lady's) purse rather than really hardcore portability, keep an eye on the Thinkpads.
