Why do Americans talk so loudly when they are in a foreign country? Why do Americans always stand out like a sore thumb in a crowd of foreigners? Come on non-Americans - you all know it's true.

For the same reason French people smell and Australians drink so much...

Perhaps because some stereotypes have a kernel of truth and all cultures have different standards of behavior. We Americans are just obnoxious and loud, so what.

Perhaps for the same reason Europeans and Asians seem so loud and clueless in Chicago? I think if you go look up the definition of "foreign" you have the answer to your question.

I doubt that Americans talk any louder in other countries than they do at home. Many people just don't adjust to their new environment. For than matter, many people who visit America don't adopt American ways of interacting. Typical American interaction seems loud in other contexts. Typical, say, New Zealander interaction seems unusually quiet in America.
