Help me make the windows see-through

How to de-fog fogged up storm windows?

I'm moving into a rental, and the apartment has several fogged-up double-paned windows. I'd really like to fix these, if possible. The landlord will certainly not do anything like replace them, so I need this to be a DIY job. Any advice? Will drilling a tiny hole in a corner do anything to help? Any other strategies, short of replacing the windows?

The fog is the result of a crack in the seal in the window, allowing moisture to enter, so drilling a hole in the corner wouldn't do anything to help (plus, if something happens, the landlord could come after you saying you damaged the window!).
