How much fibre means 'high in fibre'?

For a food to make the claim that it is 'high in fibre', (in Australia) how much fibre per 100g must it contain?

I've looked up FSANZ, the DAA website, industry websites. I can't seem to find this simple bit of information. Is there even an established figure for fibre content claims?

This ABC transcripts says 3 grams per serving. FSANZ's website also has info. See page 57 (of the PDF, not the numbers in the doc) of this document.
