Can US citizens visit US naval ports abroad?

Can US citizens access US Naval home ports abroad?

I know foreign (and domestic) US Air Force Bases require you to have a military ID or other special arrangements, but I've heard US Naval bases in the US allow US citizens to visit without military ID. Does this apply to US Naval home ports abroad as well?

Specifically Yokosuka in Japan.

Not true in my experience in the US for Navy bases. My dad is retired Navy and needs a special DoD car sticker and his Navy ID to access bases just to use the Navy Exchange.

Navy guy here: You normally need a military ID card. If you're visiting as a guest of someone with an ID card, in their presence, then you just need some sort of photo ID like a driver's license or passport.

Some bases will limit where on the base you can go without a special badge. For instance, here, visitors can go to the gym and exchange area but my wife cannot even drive me down to the piers to drop me off.
