What is that amazing modernist building in The Yakuza?

In the 1974 film The Yakuza, when Kilmer (Robert Mitchum) goes to meet with Ken's brother for the first time, he's at some amazing United Nations-esque complex. What is the name of that building and where is it?

Is the building you're thinking of the Kyoto International Convention Center (designed by Sachio Otani) ?
