Identify a movie about animatronics

Please help identify a movie.
I'm sure this is late eighties, early nineties, but I remember a (possibly TV) movie shown in the UK about a young boy who discovers that a 'creature workshop/animatronic type place is near by - or has opened up in his neigbourhood, he stumbles accross it one day. (It was possibly a Henson workshop but I cant find anything under henson).
It was set in the UK AFAIR, and I remember a scene where he ends up 'flying' in the studio on some animatronic dragon or something. That's about the extent of my memory. Driving me mad trying to find this. It was certainly fiction, but I got the impression they used a real animatronic workshop for filming, just a guess.
