Help me identify this account of a mysterious underground civilization.

I read about this somewhat recently and it's bugging me that I can't recall anything specific enough to look it up again. I know there's a wikipedia article on it. Here's what I recall:

circa 40s/50s, presumably crazy/schizo american guy writes a voluminous account of his torments at the hands of a brutal underground civ. with advanced technology. It gets published in 'astounding tales' type sci-fi/fantasy magazines. Reader correspondance pours in corroborating/elaborating on his tale. There are tales of brainwashing and torture and conspiracy. Then, other stuff happens which I can't remember.

That sounds a hell of a lot like "The Phantom Empire", a 1935 serial starring Gene Autry.
