I asked a friend of mine who is both Mexican and a historian (and while his professional area is not Mexico, he is keen on all sorts of history). He said "he does not look at all like Santa Anna and his sash is the wrong colour- everything else is Mexican, though so I don't know."

For what it's worth, since Santa Anna is mentioned in the song, maybe they just didn't pay attention to drawing someone who actually looks like Santa Anna.
