I'm looking for a cell phone plan similar to Cricket's Choice plan (emphasis on the lack of an annual contract,) that is available in the Twin Cities. Bonus points if it's a service portable to Phoenix, AZ.

I have used Tracfone for 4-5 years now. Extremely reliable, good range of cheap (if relatively uninspiring) phones. Great service - I have used the phone everywhere from Georgia, to Hawaii, to Massachussets, to Las Vegas, with no problems (when friends could not get service on their expensive networks). No contract, buy airtime in advance, uses one unit per minute anywhere in the USA for the newer phones. I don't use a lot of minutes so this is great as you can roll over unused minutes to the next year and it works anywhere. Current deal is $50 for a good phone, plus $99/year for airtime with 600 minutes. You can double the minutes for an extra $50. It may not be the very cheapest, but it has to be one of the most universal and reliable service coverage plans. Check it out at http://www.tracfone.com.
