I need to identify resources that provide updates on municipal spending habits and intentions, particularly around disaster management scenarios.

Specifically, I am researching the market opportunity for mobile hospitals (think MASH-like tents), and so I need to find sources for state, county and local agencies, such as health departments and local emergency managers, that might provide insight into their spending practices, purchasing processes, etc. I'm thinking of things like meetings minutes or prepublished agendas, intents to purchase tents or mobile hospital theaters, etc.

I can't help with your specific question, but you might want to check the operations of this company. Thanks to their equipment being prepositioned all over SoCal, our agencies are able to gear up faster for major disasters. I was amazed at the quick resource deployment during last years major wildfires that hit our county.
