Getting Mobile Internet working

Help me get mobile internet on my notebook

I wan't to tether my cellphone to my notebook via bluetooth for mobile internet access.
I have a data plan which grants me 200 mb of data transfer monthly.
I think if I simply conect my notebook to the internet, I would reach that barriere with programms trying to update themselvs or backing something up.
I would like kind of a mobile network enviroment, where only one app, say a dedicated install of opera, would have access to the internet.
It must be changeable since I may want full internet at home and at school.
Suggestions for Mac and Windows welcome, since i'm going to go dual very soon.

some windows firewall software lets you have different sets of rules and some can even switch them automatically based on the net connection you are using. Seems like you could deny all incoming and outgoing access by default, and just grant opera access.

I don't have specific product reccommendations. I think you can do it with Norton Internet Security, but I strongly dislike Norton Internet Security.

I don't use it but it seems like this apple app might allow the kind of scripting you're after.
