Slowing down an mp3 from 45rpm to 33rpm

What would be the best way to convert the speed of an mp3 so that it emulates slowing from 45rpm to 33rpm? The speed change would be around 0.733. SoX doesn't seem to work very well.

I don't know for sure, but this seems like the sort of thing Audacity could do quite readily. I'd be surprised if it couldn't.
