Can I make my own GPS based audiotour?

I like the idea of "tour" audio that's loaded into my GPS unit, and as I drive through, say, Virginia, a voice tells me about Civil War battles and troop movements that took place in my immediate area. Here's one vendor that makes these. Question is -- how hard would it be to make my own? What technical expertise/hardware/software would be required?

Why not just give someone an mp3 podcast tour for which they have to follow a specific route?

There are some GPS receivers which automatically can play an audio file near a specific coordinate. But not all GPS receivers offer the same functions.
